    A woman of indomitable spirit, Charlisa Watson has built two successful companies prior to her role as DSB Managing Partner. Over the years, she has demonstrated her ability to execute plans to perfection and accomplish business goals.

    Currently, as founder and CEO of VECRA, Inc.─DSB’s Managing Joint Venture Partner, Charlisa focuses on business development and management of financial resources, ensuring VECRA’s and DSB’s operations run effectively and smoothly. Charlisa is committed to growing DSB into an award-winning company, much like her first business, CRW and Associates LLC (CRW).

    In just seven years, CRW developed into a successful CVE-verified, Service-Disabled Veteran-Owned Small Business (SDVOSB). CRW’s success led to the company’s acquisition in 2020.

    Shortly after, Charlisa founded VECRA. As an integral partner of DSB, VECRA implements proven methodologies to help its clients drive growth. Regarding DSB, Charlisa says, “I am very excited about our future and remain encouraged and faithful that we are on the path to greatness!”

    PHENOMENAL PROFESSIONAL JOURNEY PRIOR TO ENTREPRENURIALSHIP

    A former U.S. Army Nurse and holder of a Master’s degree in Health Services Administration from Central Michigan University, Charlisa’s professional journey as a leader has been phenomenal. Prior to becoming an entrepreneur and starting her first company, Charlisa worked in senior positions at several renowned organizations:

    • Regional Vice President and Executive Director for a Community and State Health Plan for United Health Group
    • Executive Director for National Association of Health Services Executives (NAHSE)
    • Chief Administrative Officer and Interim Executive Director for the National Association of Black Accountants (NABA)

    RECOGNITION AND AWARDS

    Charlisa is a recognized leader in the government contracting, healthcare, and non profit industries for her energized vision and keen management skills. Charlisa as an individual and her businesses have received regional and national recognition:

    • 2014 – CRW was recognized as the Top 100 Minority Business Enterprises (MBEs) in the Eastern Region of the United States
    • 2015 – Charlisa was recognized as a one of the top four finalists for Minority Vetrepreneur of the Year by the National Veteran-Owned Business Association selection committee
    • 2016 – Charlisa received the Woman Veteran Entrepreneur of the Year award from the Maryland Women’s Business Center
    • 2018 – Chalisa was awarded the Maryland Governor’s Citation during National Women’s History Month
    • 2018 – Charlisa earned a Certificate of Special Congressional Recognition during the Maryland Women’s Business Center’s Five-Year Anniversary Celebration

    STILL, A LOT TO DO

    Charlisa has no plans for ending her phenomenal professional journey. “I believe I have exceeded my dreams, but I feel like there is still so much more for me to do,” Charlisa says. “I won’t put limits on my future successes.”

    Willie Hensley brings his impeccable character and professional demeanor to his role as a DSB Managing Partner. He has spent much of his professional career as a public servant and servant leaders. His commitment to DSB’s mission is driven by excellence in performance and a strong desire to help federal and private sector organizations make a difference in the lives of its customers through services and programs that are “second to none.”

    SUMMIT CONSULTING GROUP: FOUNDED IN 2001

    Following a successful career in the military and civil service, Willie founded Summit Consulting Group, Incorporated. Summit is currently a DSB joint venture partner and Service-Disabled Veteran-Owned Small Business (SDVOSB). Summit was originally established to provide consultative business development services to small businesses struggling to access key government officials for consideration for opportunities that match their capabilities. Summit’s client base expanded rapidly including small businesses and a host of major corporations (Serco, Booz Allen Hamilton, Deloitte, Aon Hewitt, Monster Government Solutions, and Armed Forces Services Corporation).

    Summit was originally established offers expert services directly to the Federal Government in the areas of human capital management; employee training and leadership development; strategic planning and organizational transformation; and diversity, equity and inclusion in the workplace.

    PHENOMENAL PROFESSIONAL JOURNEY PRIOR TO ENTREPRENURIALSHIP

    Willie served 22.5 years in the U.S. States Army, retiring as a Lieutenant Colonel. His military career spans assignments throughout the U.S., the Republic of South Korea, and Europe. He held various staff positions in the military, including working on the Joint Staff, Office of Policy, and Planning (J-5) and as the Deputy Chief of Staff of Personnel, US Army Operations and Test Command.

    After the military, Willie joined the Department of Veterans Affairs (VA), as a non-career executive appointee, to stand up and lead a congressional mandated program, the VA Center for Minority Veterans. As the Center’s first director, Willie was tasked with outreach to approximately 5 million minority Veterans and their families. Later, Willie served VA in numerous distinguished positions including:

    • Director of Marketing and Recruitment for the Office of Human Resources Management
    • Principal Deputy Assistant Secretary (PDAS) for Human Resources and Administration
    • Acting Chief Human Capital Officer (CHCO)

    RECOGNITION AND AWARDS

    Having exceptional leadership skills and unyielding commitment, Willie’s military and federal service awards are many:

    • U.S. Army Achievement Medal
    • U.S. Army Commendation Medal (3x awardee)
    • Meritorious Service Medal (3x awardee)

    • Legion of Merit
    • Presidential Rank Award (2009)

    • M.A. in Education from the University of Northern Colorado
